My headcanon is that only minutes before this, came the 3rd "As you wish".

So the show is showing us Neal and Emma are true love because scenery says so?

So Neal asking Emma out was prefaced (i.e. FRAMED) by Killian’s declaration that he’s gonna “back off.” This, of course, right after Emma and Killian share that “ships passing in the night” look. Trying to peak at each other when they think the other one isn’t looking.
THEN we get Neal…

He was scared for her, he was panicked
I think it’s pressure because he’s not letting her time to make up her mind, he tells her he will stop fighting if she doesn’t show up, the motivation, the reason is meant to be nice and letting her breath, but he’s pushing buttons here, he’s pressuring her without knowing it, because he doesn’t get her.
He jumps on Emma right after Hook’s speech, he’s pressured and he’s pressuring Emma because he’s on the rush
I think Emma wasn’t just talking about Neal here, I think she was talking in general, about her love life, because she brought up Hook right after that, he was in her mind the whole time, because she’s not ready for love, and by extend, for Killian, for dealing with Neal, with her feelings.
Emma didn’t show up, because she couldn’t go, and she went near the sea, she could have been at home, at the station, but she was near the docks to think about it.
"When I win your heart Emma, and I will win it, it won’t be because of any trickery, it will be because you want me."
There’s something amazing about this line, it’s how Killian shows how he’s here to fight for her heart, how much he has faith in them, how much he wants her, and how much he wants this to be true, genuine, and how he let it be her choice.
He will fight for her heart, by staying, by waiting, but it’s all Emma’s choice, he’s not pressuring her, yes he tells her she has to make a choice, but he doesn’t tell her she has to do it now, he doesn’ tell her she will lose him if she doesn’t pick one of them now, he tells her she has time, he tells her he’s staying, he’s fighting, but everything is going to be her choice.
In 3x10, Killian decides to back off, he’s not giving up, he’s letting it be her choice, her decision, letting her work her issues with Neal, letting her make her own choice. He’s staying, he’s here for the long term.
He’s respecting her personal space and giving her time, not jumping on her and making her choose. He has faith in her and he will wait for her to realize what she wants. It’s all about Emma making her choice alone.
"I won’t stop fighting for you"
First of all, Neal is listening to her telling him she wants to move on from him, from them, from the past, he’s ignoring Emma’s choice and feelings. It’s not her choice here.
"I’m not sure she will let you back in …I’m here I’m in this for the long haul " Hook
Neal after hearing that line, jumps on Emma to ask her out, he’s acting on the rush, he tells her he wants a date because he’s under pressure, he wants to prove Killian he’s wrong. Hook gives him space to make a move and he does it, because he can’t let her go to Hook. He can’t risk it.
He’s not letting her time, or space to swallow Neverland and the whole trip, they just arrived and he jumps on her asking her out.
Emma is hesitating, she doesn’t really want this, he’s all cute and and even manages to have her to smile when he tells her he will be hungry tomorrow and she can join him, BUT
“But if you don’t show up I will stop bugging you”
He’s not letting her having time to think it, even if Emma wanted this, even if this was what she wanted, to be with Neal, and she needed time, Neal isn’t giving her time to choose, he tells her right away that if he doesn’t have lunch with her tomorrow he will stop fighting for good.
As one amazing review said about this, that’s pushing her abandonment issues, by telling her he won’t be there anymore if she doesn’t accept his invitation.
Neal is not letting her much choice. It’s everything or nothing, you show up and I will fight, if you don’t choose me by tomorrow, I will stop.
The thing is, Neal didn’t want to pressure her, but his speech, his reaction to Killian’s own speech shows us how he doesn’t understand Emma, how he’s not letting her any time, how he’s, by some extend, acting selfishly. Emma’s needs, issues, don’t come first here.
Killian gives her time, and space to choose on her own.
